There isn't really a station where you can go and stock up with hundreds of Energy Cells like in other difficulties, however, certain station will always have them, for instance Thyrome (though by far the most expensive). I would suggest the high end Vossk stations, since they are the best places for stocking up on items and are relatively cheap.
