I just found another guy with the Amour Rocket blueprints than the guy I originally bought it from. I bought that one, too. Nothing changed. It's likely that some guys simply show up from the location they were supposed to be in, and showed up there. In my roleplaying mind, Guy 2 bought this from Guy 1, and Guy 1 and 2 are selling it.
