Yes, there is a difference: bureaucrats can nominate/demote admins.

There is a lot of crap on the wikia that needs deleting, or some typos on protected pages, or other things. Having privileges means I can add my two cents into those too. =) But if you don't nominate me, I totally don't mind. I just suggested myself.
