Being the least advanced and powerful of the major factions in the GOF universe, the Nivelians have not yet made it to the Neox Sector. On the one hand, they are still very busy rebuilding their society from the ashes of the Supernova catastrophe. And on the other hand, they also know that they cannot compete with the Terrans, Nivelians and Vossk when it comes to opening (and keeping) highly competitive territory. So they rather stay out of all this hassle... at least for the time being.
